US President Donald Trump hinted that sanctions on Iraq were still a possibility in a bilateral meeting with Iraq’s president on Wednesday.

This is the first since a US drone strike on Iraqi soil killed a top Iranian general, straining Washington-Baghdad ties.

Iraq’s President Barham Saleh met with Trump on the sidelines of the annual World Economic Forum in Davos, Switzerland amid threats from Iran-backed militia groups promising to exact revenge should he sit down with the American president.

It was the first high-level meeting since the January 3 US drone strike that killed Iranian General Qassem Soleimani and senior Iraqi militia commander Abu Mahdi al-Muhandis near Baghdad’s airport. The attack provoked the ire of Iraqi officials across the political spectrum and lead to the passing of a non-binding resolution to oust US troops from Iraq.

In response, Trump threatened sanctions in Iraq, which would have profound and devastating effects on the country’s economy if realized.

Trump said Washington and Baghdad have had “a very good relationship” and that the two countries had a “host of very difficult things to discuss,” in remarks to reporters.

Asked whether the administration was still considering slapping sanctions on Iraq, Trump said: “We’ll see what happens because we have to do things on our terms.”

Saleh interjected here, saying the two countries shared common interests including the fight against extremism, regional stability and an independent Iraq.

“And we’re also involved with them in their oil business, and that’s always been very important from their standpoint and from our standpoint. So we have a lot of very positive things to talk about,” said Trump.

Asked whether there was a plan for US troops to remain in Iraq, Trump said: “We’re down to 5,000. So we’re down to a very low number – historically low. And we’ll see what happens.”

There are approximately 5,200 US troops in Iraq advising and assisting Iraqi security forces in the fight against the Islamic State group.

The Iranian official leading the investigation into the Ukrainian jetliner that was accidentally shot down appeared to backtrack Sunday on plans to send the flight recorders abroad for analysis, a day after saying they would be sent to Kyiv.

Hassan Rezaeifar was quoted by the state-run IRNA news agency as saying “the flight recorders from the Ukrainian Boeing are in Iranian hands and we have no plans to send them out.”

He said Iran is working to recover the data and cabin recordings, and that it may send the flight recorders – commonly known as black boxes – to Ukraine or France. “But as of yet, we have made no decision.”

The same official was quoted by the semi-official Tasnim news agency on Saturday as saying the recorders would be sent to Ukraine, where French, American and Canadian experts would help analyze them. Iranian officials previously said the black boxes were damaged but are usable.

It was not immediately possible to reconcile the conflicting accounts. Iran may be hesitant to turn over the recorders for fear that more details from the crash – including the harrowing 20 seconds between when the first and second surface-to-air missiles hit the plane – will come to light.

The Guard’s air defenses shot the plane down shortly after it took off from Tehran on Jan. 8, killing all 176 people on board. Hours earlier, the Guard had launched ballistic missiles at U.S. troops in Iraq in response to the U.S. airstrike that killed Iran’s top general in Baghdad. Officials say lower-level officers mistook the plane for a U.S. cruise missile.

Iranian officials initially said the crash was caused by a technical problem and invited countries that lost citizens to help investigate. Three days later, Iran admitted responsibility after Western leaders said there was strong evidence the plane was hit by a surface-to-air missile.

The US House of Representatives is set to vote on a resolution that aims to limit President Donald Trump’s ability to make war on Iran.

The largely symbolic measure seeks to mandate congressional approval for any conflict with Iran, except in cases of an imminent attack against the US.

It is expected to pass the Democratic-held House, but faces tougher prospects in the Republican-controlled Senate.

Neither the US nor Iran have declared plans for further military action.

Iran this week fired missiles at Iraqi bases housing American forces, injuring no-one, after the US last week killed a senior Iranian commander in a Baghdad drone strike.

Thursday’s measure directs the president to “terminate the use of United States Armed Forces” against Iran unless granted congressional authorisation.

It offers an exception when necessary to “defend against an imminent armed attack”.

Even if the measure clears Congress, it would not reach the president’s desk for a potential veto because it is known as a concurrent resolution, which lacks the force of law.

US President Donald Trump has said Iran “appears to be standing down” after it fired missiles at air bases housing US forces in Iraq.

Mr Trump, in a televised address from the White House, said no US or Iraqi lives were lost in the attacks and the bases suffered only minimal damage.

The Irbil and Al Asad bases were attacked early on Wednesday local time.

Iran said it acted in retaliation after the assassination of top Iranian General Qasem Soleimani last week.

The US drone strike targeting him and Iran-backed militia figures in the Iraqi capital Baghdad was a major escalation amid already deteriorating relations between Iran and the US.

Iran’s Supreme Leader Ali Khamenei described the missile attacks as a “slap in the face” for the US and called for an end to the American presence in the Middle East.

On Wednesday evening at least two rockets fell in Baghdad’s heavily fortified Green Zone, where the US embassy is located. There were no reports of any damage or casualties.

The US attack on Soleimani killed members of pro-Iranian Iraqi militias, who have also said they would seek revenge.

A U.S. defence contractor was killed in a rocket attack on Friday outside the city of Kirkuk in northern Iraq, a U.S. official told Fox News.

About 30 rockets landed at the base used by the U.S and Iraqi forces, the official said.

“Several” U.S. troops were also injured in the rocket attack, the official said. It’s not immediately clear how severe the injuries are.

This is the 11th rocket attack on U.S. and Iraqi forces since late October, according to a U.S. defence official.

Two U.S. officials blamed Iranian-backed proxy forces the attack, not the Islamic State (ISIS).

“We’ve not seen ISIS conduct sophisticated rocket attacks in probably a year,” said the official, who requested anonymity because he was not authorized to speak with the media.

There are roughly 5,000 U.S. troops deployed to Iraq.

Earlier this month, Secretary of State Mike Pompeo blamed Iran for two separate rocket attacks on the Baghdad International Airport, on Dec. 9 and 11, where U.S. and Iraqi forces are located on the other side of the commercial airport.

In a statement, Pompeo warned of a “decisive U.S. response” if any Americans were harmed in the future.
