The National Population Commission has stated that the Independent National Electoral Commission’s decision to postpone the governorship and state assembly elections is likely to have an impact on the commencement of the 2023 national housing and population census, which was previously scheduled for March 29.

The NPC Chairman, Nasir Kwarra, made this known while speaking at a meeting with the Resident Representative of the United Nations Population Fund, Ms. Ulla Mueller, in Abuja.

The gubernatorial and state assembly elections, which had originally been scheduled for March 11, have been moved up a week to March 18, according to an INEC announcement made late on Wednesday.

As a result, the NPC chairman said he would consult with President Muhammadu Buahri, on a suitable date for the national census to begin as no date specific date had been assigned for it.

On her part, the Resident Representative pledged the support of the UNFPA in ensuring the success of the exercise.

She emphasized the importance of the exercise for achieving the sustainable development goal, though, and said that conducting a post-enumeration survey would also lend credibility to the census.

The UNFPA provided sixteen high-capacity computers to be used in the post-enumeration survey as a sign of support.

In spite of allegations of voter fraud and worries about technical difficulties, the United States has congratulated Nigeria on the victory of ruling party candidate Bola Tinubu for president, while calling for calm.

In a meeting with his Nigerian counterpart, Geoffrey Onyeama, on Thursday outside of a Group of 20 summits in New Delhi, Secretary of State Antony Blinken said they spoke about the aftermath of the election.

A State Department spokesman on Wednesday congratulated “President-elect Tinubu,” who was declared the winner Tuesday of the February 25 polls in Africa’s most populous democracy.

“This competitive election represents a new period for Nigerian politics and democracy,” Ned Price told reporters Wednesday.

Price acknowledged the discontent among some Nigerians over the validity of the results, as at least one opposition figure has promised to dispute the outcome.

“We understand that many Nigerians and some of the parties have expressed frustration about the manner in which the process was conducted,” he said.

“Nigerians are clearly within their rights to have such concerns and should have high expectations for their electoral process,” Price said, urging political leaders to register their concerns through established legal “mechanisms.”

According to the Independent National Electoral Commission, Tinubu, the candidate for the ruling All Progressives Congress, won 8.8 million votes, while main opposition candidates Atiku Abubakar and Peter Obi snagged 6.9 million and 6.1 million, respectively.

Nigerian officials had hoped new biometric voter identification technology would make the election the cleanest yet, but malfunctions, long delays and slow results have fueled the accusations of fraud.

“We call on all parties to refrain from violence or inflammatory rhetoric at this critical time,” Price said.

The recent 2023 presidential and National Assembly elections were widely criticized as being fundamentally flawed by the London-based journal Financial Times.

The newspaper criticized the Independent National Electoral Commission for how the elections were handled and urged the courts to closely examine Bola Tinubu’s election as president-elect if his victory was contested in court by his rivals.

The editorial from the London-based publication, which was published yesterday, offered the advice. Additionally, it stated that Tinubu had the weakest mandate possible with 8.8 million votes in a nation with 220 million citizens.

It indicated that the former governor of Lagos State will have one of the toughest tasks in the world because Nigeria has been on the verge of collapse due to a breakdown in security and an almost complete lack of economic growth.

InsideOjodu recalls that INEC in the early hours of Wednesday declared the All Progressives Congress presidential candidate, Bola Tinubu, as the president-elect of the 2023 elections and had proceeded with the issuance of certificate of return to him and his running mate, Kashim Shettima on Wednesday afternoon.

Chairman of INEC, Prof. Mahmud Yakubu, who declared the results noted that Tinubu polled a total of 8,794,726 million votes to defeat his closest challengers, Atiku Abubakar of the Peoples Democratic Party Peter Obi of the Labour Party and Rabiu Kwankwaso of the New Nigeria Peoples Party who polled 6,984,520 million; 6,101,533 million and 1,496,687 million votes, respectively.

However, The Financial Times argued that all that Nigeria needed was a clean election to reiterate the basic message of democracy where a sovereign people could choose its leaders, saying “sadly, it did not happen.”

It maintained that the, “election which appears to have delivered the presidency to Bola Tinubu, a wealthy political fixer running for the incumbent All Progressives Congress — was badly mismanaged at best.”

The publication added that the presidential election failed to set the example needed for West Africa, where too many national leaders have extended term limits or resorted to seizing power at gunpoint noting that, “Nigeria remains a democracy, but only just.”

Financial Times posited that the emergence of Obi as a viable third-party candidate had brought excitement and forced candidates to talk about policies, if only a little.

According to the paper, neutral observers had thought that INEC was in good shape and that they had high expectations that the electoral umpire’s promise to transmit voting tallies electronically from polling stations would eliminate ballot stuffing. It added that, “the outgoing President Muhammadu Buhari, had staked what remains of his tattered reputation on a clean contest.

“Yet the INEC badly misfired. Voting started late in many districts, depriving millions of the right to vote. The system to upload results from 177,000 polling stations stuttered, causing legitimate concerns of vote tampering during long delays. “Violence was troubling. Party goons invaded many polling stations in what appeared to be blatant acts of intimidation. The Financial Times witnessed armed men remove a presidential ballot box in Surulere, Lagos.”

The London-based media outfit stated the official result put Tinubu on 37 per cent, from Atiku’s 29 per cent and Obi’s 25 per cent. It argued, however, that some individual results did not pass the smell test, which it stated, “includes Obi’s ever-so narrow victory in Lagos state, where crowds had greeted him like a rock star.”

It therefore advised that the next president must quickly remove the ruinously expensive fuel subsidy and rationalise the exchange rate system. It also advised that the security agencies, specifically the army and police, which are riddled with ineptitude and corruption needed urgent reform, stressing that “these basic steps are the minimum to begin to repair a deeply damaged country.” Pointing out that Tinubu campaigned partly on his ability to pick a strong team, the paper said if confirmed as president, he must name a cabinet of independent, competent and honest ministers. “Even Nigerians who did not vote for him will hope against hope for that,” it added.

Justice Chukwujekwu Aneke of the Federal High Court, Lagos, has granted the prayer of the Labour Party, LP, seeking an order to bar the Independent National Electoral Commission, INEC, from using the chairman of the Lagos Parks and Garages, Musliu Akinsanya, better known as MC Oluomo, for distributing election materials in Lagos.

The court granted “an order of interlocutory injunction filed by the Labour Party and five others restraining the Independent National Electoral Commission of Nigeria (defendant/respondent), whether by itself or by its officers, affiliates, servants, privies or agents or any person acting or purporting to act for and on behalf howsoever from taking any steps or further steps whatsoever in furtherance of the engagement or appointment or consummating the appointment of Musiliu Akinsanya, popularly known as MC Oluomo-led Lagos State Parks Management Committee or any of its commercial bus drivers to distribute 2023 election materials and personnel in Lagos State pending the hearing and determination the substantive suit.”

According to reports, INEC in Lagos State responded to criticism after MC Oluomo requested in a letter that the electoral umpire award him the contract for the distribution of materials by claiming that it (INEC) was working with parks administrators in the state rather than MC Oluomo.

Olusegun Agbaje, the residential election commissioner for Lagos State, had stated, “On the issue of MC Oluomo, the commission is not concerned with Oluomo. We are concerned with the issue of motor park administration in Lagos.

“For the past two years, the Lagos State government has banned the operations of the NURTW and RTEAN in the state. They had problems and the state government banned them.

“So we are left with Lagos State Park and Garages and the National Association of Road Transport Owners,” adding that NARTO, which, according to him, the commission was already working with, “is not able to meet up with the 40 per cent needs of the commission for this election,” hence the commission’s consideration of engaging the MC Oluomo-led Lagos State Parks and Garages.

“We are not dealing with MC Oluomo,” Agbaje had said, adding that “we are dealing with park managers. They are individual persons that have vehicles that we are going to use for the elections.

“The law has already banned the NURTW from operating in the state so we cannot violate the law by patronising them.

“It will be we working against the law if we have to be working with the banned associations. So it cannot work.”

Out of the 18 political parties in Nigeria, 13 of them issued a warning on Monday to boycott the February 25 and March 11 general elections in 2023 if the Central Bank of Nigeria extends the February 10 naira swap deadline.

In the event that the new deadline of February 10, 2023 is again postponed, the parties have stated that they will not be taking part in the elections.

President Muhammadu Buhari was applauded for redesigning the N200, N500, and N1,000 banknotes, but the coalition of political party chairmen stressed that the policy must remain in place.

The parties also knocked the Kaduna, Kogi and Zamfara state governments for heading to the Supreme Court to get court injunction to extend the deadline for the validity of three old notes.

The National Chairman of the Action Alliance, Kenneth Udeze, who briefed pressmen, said, “We hereby announce that at least 13 out of the 18 political parties in Nigeria will not be interested in the 2023 general elections and indeed we shall withdraw our participation from the electoral process if this currency policies are suspended or cancelled or if the deadline is further shifted.”

Recall that on January 29, two days before the former January 31 deadline, the CBN extended the deadline for the swapping of old naira notes with the redesigned notes till February 10, 2023, after bowing to pressure last Sunday following many pleas from Nigerians across different walks of life.

However, the governments of Kaduna, Kogi and Zamfara state have dragged the Federal Government to the Supreme Court, seeking a restraining order to stop the full implementation of the naira redesign policy initiated by the Central Bank.

In the suits as plaintiffs are the three attorney generals and commissioners of justice for the three states, while the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, is the sole respondent.

The three northern states in a motion ex-parte are urging the court to grant them an interim injunction stopping the Federal Government either by itself or acting through the CBN, the commercial banks or its agents from carrying out its plan of terminating the February 10 timeframe within which the now older versions of the 200, 500 and 1000 denominations of the naira would cease to be legal tender.

The CBN on October 26, 2022 had announced its plan to redesign the three banknotes. The president subsequently unveiled the redesigned N200, N500 and N1,000 notes on November 23, 2022, while the apex bank fixed January 31 deadline for the validity of the old notes.

The President, Major General Muhammadu Buhari (retd.) had assured Nigerians on Friday that in seven days time from then, he would address the woes associated with accessing the redesigned notes, promising to resolve the crisis within the stimulated time.

This is as protests have broken out in various cities across the country, with many angry about the pains and hardship citizens are being subjected to in order to have access to the new notes.

The Independent National Electoral Commission has said backup measures are in place in the event that the Bimodal Voter Registration System malfunctions during the upcoming elections in 2023.

Speaking on Channels Television’s ‘Sunday Politics’, the INEC National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye, noted that the Commission had trained technicians who would be on standby at polling units.

There had been speculations about the possibility of server failures in the course of the transmission of election results through BVAS, especially by some politicians.

Okoye on Sunday noted that the electoral body had already made provision for the use of the BVAS in the over 176,000 polling units in the country. He, however, noted that INEC also made provision for spare BVAS machines in the case of any failure.

“For each electoral ward, we are going to have some spare BVAS to be deployed speedily if there is any issue or any challenge in any of our polling units. We have also trained technical support staff that can also intervene if there is any challenge with the BVAS.

“But if there is sustained malfunction of the BVAS up to the time of the closing of the poll, the Electoral Act demands that we should undermine voting in that particular polling unit and repeat voting within 24 hours,” Okoye stated.

He earlier described as “an impossibility”, the plan by any politician who was already allegedly harvesting PVCs to rig the elections.

According to INEC, BVAS technology that will be used for the accreditation and authentication of voters in 2023, will reject biometric data of persons who are not original owners of traded permanent voters cards.

“In terms of any politician bypassing the BVAS, I want to tell you that that will not happen, that is an impossibility,” Okoye said.

“Anybody who is purchasing a permanent voter card is just engaging in an exercise in futility. The only thing any person can do is to make sure the voter does not vote on election day but for you to come to the polling unit on election day with a voter’s card belonging to someone else, and you attempt to vote with it, that is an impossibility, the BVAS will not capture your fingerprint,” Okoye said.

INEC also noted that polling units near politicians’ homes had been removed.

He said, “We removed polling units from the palaces of traditional rulers, we removed polling units that are near the homes of politicians, we removed polling units that are in shrines, we also removed polling units from places we consider not conducive for electoral business.”

Okoye also admonished voters to support the commission’s efforts through shared responsibility and mandate protection to ensure free and fair 2023 elections.

Ahead of the 2023 general Election, telecommunications service providers in the country have pledged support to the Independent National Electoral Commission, INEC in transmitting the election results without hitches.

The telcos, therefore called on those questioning their capability to succeed, to come off the bet. Seventy-nine days before the general elections, many Nigerians, mostly politicians have queried how the INEC plans to transmit results electronically, particularly in rural communities and areas with poor signals.

But the operators through their umbrella body, the Association of Licensed Telecom Operators in Nigeria, ALTON has doused the tension, claiming it was nothing to worry about.

Chairman of the association, Engr Gbenga Adebayo, in an exclusive chat with Hi-Tech disclosed that his members were working closely with INEC to ensure the transmission of election results from critical areas are successfully done.

He said: ‘Yes, we have an understanding with INEC on transmission of results. However, that is as far as carrying the signals. The content and its fidelity are for the INEC to determine. We know we have enough resources to transmit signals from every part of the country irrespective of how remote. So, there is no reason to doubt the success of the exercise based on that. We have even done that with INEC in the past and achieved perfect results.

Recall that INEC has before assured Nigerians that its innovative solutions including the Bimodal Voter Accreditation System, BVAS, and INEC Results Viewing, iRev will be game changers during the 2023 general elections.

However, some Information Technology conscious Nigerians are contending that although Nigeria is gradually coming up in the area of broadband penetration, some interior communities are still grappling with poor connections and questions how there could be successful transmission in such areas.

For instance, the data from the Nigerian Communications Commission says that broadband subscriptions stand at over 86 million and this represents a 45.09 percent penetration as of July 2022.

But, INEC in an interactive meeting with the media in Lagos, recently, said it was already in talks with four major telecommunications networks in the country.

Chairman of the commission, Prof. Mahmood Yakubu said: “Well, we appreciate the concerns about how transmission will be done in blind spot areas, but we are proactive

“So, we are in touch with NCC, the regulator of the telecoms industry in Nigeria, and we have already identified the blind spots.

“We are going to meet with the NCC and the Chief Executives of the four major telecommunications companies to further discuss this issue of access to connectivity and find a way of dealing with the situation. We are working with the mobile network operators, MTN, GLO, Airtel and 9mobile. We have identified the blind spots, and we have also found a solution so that we can transmit from whichever part of the country.

“This is not the first time we are transmitting results from the polling units. We started this in 2020 and since then, we have conducted elections for 105 constituents and have transmitted from all parts of the country.

We have transmitted from rural Bornu, Ondo, Ilaje and even in Ijaw areas; the middle of the Atlantic ocean and we have had no issues in the transmission of these results” he added.

The Inspector-General of Police, Usman Alkali Baba, has said there is no security threat to the conduct of the 2023 general elections in the country.

The Police boss stated this while addressing the United Nations Chiefs of Police Summit (UN COPS) in the United States of America.

Baba’s assertion is based on the “robust security threat analysis carried out using global best standards to ascertain the trend of expectations for the electioneering processes,” a statement issued on Sunday by the Force Public Relations Officer, Olumuyiwa Adejobi disclosed.

The IGP also met with Mr. Todd D. Robinson, the Assistant Secretary, Bureau of International Narcotics and Law Enforcement Affairs, U.S. Department of States as part of events rounding up his attendance at the UN summit.

During the meeting, discussions centered around enhancing support for the NPF training and capacity-building programmes particularly the training of tactical units deployed in the North East and other conflict theatres across the country.

The Force spokesman stated that the IGP used the opportunity of his meeting to discuss the achievement of cascading the ongoing election security management training across the six geo-political zones in preparation for the 2023 general elections.

Also not left out is the issue of support for police recruit training in modern policing themes such as forensic investigations, human relations, and cyber security.

In his remark, the Assistant Secretary praised the good work and the feats recorded by the NPF under the amiable leadership of the IGP even as both leaders discussed other ways of increasing support to the NPF.

Adejobi stated, “The Inspector-General of Police, in his quest to achieve improved policing services and bequeath an enviable policing system to the nation, has continuously interfaced with individuals and groups with requisite ideas and support-base for the achievement of his agenda of a modern Nigeria Police Force.

Former President, Olusegun Obasanjo has revealed that any wrong choice make by Nigerians in the 2023 general elections, will consume the country.

He, however noted that a decision in the right direction might bring about progress in Nigeria.

The former President gave this advised when he appeared as the special guest of honour at the Wilson Badejo Foundation’s 15th annual lecture, with the theme, ‘Overcoming the twin challenges of poverty and insecurity in Nigeria’, held in Lagos on Wednesday.

“It is either we make the right choice in 2023 because if we make the right choice, we would get there.

“However, if we do not make the right choice in 2023, things would consume us and we pray against that one. We must make the right choice in 2023.

“Nigeria isn’t where it is supposed to be today. If anyone says it’s ok where we’re at the moment, then the person’s head needs to be examined.

“My friend, the late Ahmed Joda, used to tell me that God has given us everything a nation needs and there is no need for prayers because if God has given you everything and you squandered it, then something is wrong.

“I told him that even at that, we still need prayers as a nation.”
