A sombre ceremony was held Saturday at the Pearl Harbor Visitors Center to mark the 78th anniversary of the surprise Japanese attack on the Hawaii naval base.

The event was attended by more than 2,000 people, including about a dozen men in their 90s who survived the Dec. 7, 1941, attack that led to the entry of the U.S. into World War II.

“It makes you think of all the servicemen who have passed ahead of me,” said Herb Elfring, 97, of Jackson, Mich. He’s the last of his old regiment who is still alive.

Elfring was in the Army, assigned to the 251st Coast Artillery, part of the California National Guard. The unit’s job was to protect airfields, but they weren’t expecting an attack that morning.

Elfring was standing at the edge of his barracks at Camp Malakole a few miles down the coast from Pearl Harbor, reading a bulletin board when Japanese Zero planes flew over.

“I could hear it coming but didn’t pay attention to it until the strafing bullets were hitting the pavement about 15 feet away from me,” he said.

The ceremony featured a moment of silence at 7:55 a.m. — the same minute of the beginning of the attack.

The silence was broken by a flyover of U.S. Air Force fighter jets in missing man formation.

New details have emerged about the sailor who fatally shot two people and injured a third before turning a pistol on himself at Pearl Harbor Naval Shipyard on Wednesday, just days before veterans observe the 78th anniversary of the infamous Japanese attack that catapulted the country into World War II.

The shooter was identified Thursday as 22-year-old G. Romero, a military official told the Associated Press.

An updated official U.S. Navy incident report obtained Thursday by Fox News describes the shooter as a 22-year-old male active duty sailor assigned to the fast-attack submarine USS Columbia. Neither the gunman nor the victims have been officially identified yet.

The shooter “opened fire on shipyard personnel with his M4 service rifle and then turned his M9 service pistol on himself,” the report says.

An earlier, preliminary report viewed by Fox News said authorities found the gunman “deceased at the scene with self-inflicted [gunshot] wound to the head.”

Tara Kapoi told The Associated Press that her 30-year-old husband, Vincent Kapoi Jr., was one of those killed. She said he worked at the shipyard and grew up in Waianae, a town on the west side of Oahu.

“We don’t know what happened,” she said Thursday, asking for privacy.

All three victims were civilian Department of Defense employees. The wounded victim was in critical condition, the report said, though that person’s injuries weren’t specified.

No clear motive has emerged in the aftermath of the attack and it’s not clear if the shooter and victims had any prior relationship or even knew each other.

“We have no indication yet whether they were targeted or if it was a random shooting,” said Rear Adm. Robert Chadwick, the commander of Navy Region Hawaii.

The shooter was likely standing watch near the quarterdeck, the entry point to the submarine from the pier, when he opened fire. In port, a sub will typically employ a roving watch for security using a young enlisted sailor, as well as a petty officer of the watch and an officer of the deck on the quarterdeck to check ID cards of crew members and visitors attempting to board and disembark.

The base was locked down around 2:30 p.m. local time Wednesday after initial reports of gunshots and reopened about 90 minutes later.

Hawaii Gov. David Ige said the White House has offered assistance to federal agencies and that the state is also ready to help if needed.

“I join in solidarity with the people of Hawaii as we express our heartbreak over this tragedy and concern for those affected by the shooting,” he said in a statement.

A former Army range director pleaded guilty to conspiracy to accept more than $100,000 in bribes as well as a firearms violation.

The Justice Department said Victor Garo, 67, of Mililani, Hawaii, admitted to accepting the money to steer federal contracts worth more than $18 million to a specific contractor. The contractor paid Garo in cash, cars and firearms.

Garo also admitted to illegally transporting firearms across state lines.

Garo was a range director at Hawaii’s Schofield Barracks. He’s the second public official to plead guilty as a result of an ongoing investigation into fraud and bribery at the barracks.

Garo’s sentencing is set for March.

The case was investigated by the Army Criminal Investigation Command (CID), Defense Criminal Investigative Services (DCIS) and the FBI.

Customs and Border Protection agents in Georgia seized two Giant African Snails, a species that was once eradicated in the United States, from the luggage of someone traveling back from Nigeria.

Candie and Chipper, two members of the “Beagle Brigade”, were on patrol at the Hartsfield-Jackson Atlanta International Airport on Thursday when they were put on notice to CBP’s Agricultural Specialists to an individual’s bag at the international arrival baggage claim area, the agency said in a press release.

After going through the suitcase, agents found two of the giant snails, alive, and several illegal fruits and vegetables that the Beagles also alerted agents to.

The Giant African Snail was first found in the United States in Florida in the 1960s and took approximately 10 years and $1 million to eradicate it, according to the United States Department of Agriculture (USDA). It was later reintroduced into Florida and Hawaii in 2011.

The snail, which can grow up to eight inches long, is considered “one of the most damaging snails in the world” as it feeds on at least 500 different types of plants and can cause structural damage to stucco and plaster buildings.

It also can be harmful to humans because it carries a parasitic nematode which can cause meningitis. According to the USDA, Giant African Snails are difficult to eradicate because they reproduce quickly, producing around 1,200 eggs in a year.

“CBP is on the frontline 24/7, searching for anything entering our country that could potentially harm our citizens,” Lee Deloatch Atlanta CBP Acting Area Port Director said in a press release.

“Our beagles sniffing out these snails highlights how valuable our canine members are to protecting the U.S.”

The snails were turned over to the USDA for further evaluation and the prohibited food was destroyed.

The traveler was not fined or charged in the incident. It was not immediately clear if the snails were intentionally brought in to the United States or if they managed to find their own way into the suitcase.
