The Chief Justice of Nigeria, Olukayode Ariwoola, has summoned the chief judges of the federal high court and the Kano State over conflicting orders issued by the courts in Kano on the emirate tussle in the city

The Director of Information of the National Judicial Council, Soji Oye, confirmed the invitation to newsmen on Wednesday in Abuja.

Also, the Nigerian Bar Association demanded an investigation into the conflicting court orders on the Kano emirate throne tussle between the reinstated emir, Muhammadu Sanusi, and Ado Bayero, who was deposed by the Kano State Governor, Abba Yusuf, last week.

The NBA President, Yakubu Maikyau, called on the respective heads of the courts to investigate the judges’ conduct and report their findings to the NJC for necessary actions.

Worried by the tension created by the judicial rulings, the Kano State Government has banned protests and public gatherings related to the emirate tussle.

In the aftermath of the removal of Bayero and the four emirs of Bichi, Rano, Gaya and Karaye,  four contrary rulings had been handed down by three judges.

On the day of Sanusi’s reappointment, Justice Mohammed Liman of the Federal High Court, Kano, restrained the Kano State Government from implementing the new emirate law.

Governor Yusuf, however, rejected the court order, arguing that the judge who issued it was in the United States at the time.

On Monday,  Justice Amina Aliyu of the Kano State High Court issued an order restraining Bayero from parading himself as the Emir of Kano pending the determination of a suit instituted by the Attorney General of Kano State, Speaker House of Assembly and Kano State House of Assembly.

The judge also restrained the four other dethroned emirs of Bichi, Rano, Gaya and Karaye from parading themselves as emirs pending the hearing and determination of the motion on notice filed by the applicants.

The judge gave the order after hearing an ex-parte application dated May 27, 2004, filed by Ibrahim Wangida, the counsel to the applicants.

Twenty-four hours later, Justice S. Amobeda of the Federal High Court and Justice Aliyu issued two contradictory orders on the same Kano emirate tussle.

Amobeda ordered the Inspector-General of Police, Kayode Egbetokun, and the Kano State Commissioner of Police, Hussain Gumel, to ensure that all rights and privileges of an Emir were given Bayero.

Furthermore, he ordered the eviction of the reinstated emir, Sanusi II, from the Gidan Rumfa palace.

Aliyu on the other hand restrained the police, the Department of State Services and the Nigerian Army from evicting Sanusi from the palace.

The judge barred the respondents from “attempting to hijack” the symbols of authority meant for the Emir of Kano pending the determination of the suit.

The judge gave the interim order in a case filed by Sanusi and four Kano kingmakers.

The respondents include the Kano CP, the IG, the director of DSS, the Chief of Defence Staff, and Bayero.

The Director of Information of the NJC, Soji Oye,  on Wednesday in Abuja confirmed the invitation of the chief judges

Giving details of the invitation, a senior official, who spoke in confidence because he was not authorised to disclose the matter to the media, said, “It’s not going to be an immediate thing. It will take some time because there is a process to it. The Chief Justice cannot act or carry out disciplinary action on the judges alone. The council will set up a committee to investigate the judges. If found guilty, the committee will devise sanctions to be meted out to them.’

The Kano State Government has withdrawn its suit against the Economic and Financial Crimes Commission seeking to stop it from further inviting, investigating, or interrogating the immediate past Governor of Kano state Abdullahi Ganduje.

The notice of withdrawal of the suit submitted before Federal High Court Kano was contained in a letter signed by the Kano Attorney General and Commissioner for Justice, Haruna Isa Dederi, dated 4th July 2023, and addressed to Sanusi Musa, SAN.

It read, ”We write to notify you that Kano State Government and the Attorney General of Kano State wish to debrief you of the earlier instructions, given to you to handle the case NO: FHC/ KN/71/2023 between Attorney General of Kano State and Economic and Financial Crimes Commission (EFCC).

“You and your team members are therefore instructed not to take any further steps on the matter, either by appearing in court or filing any processes in respect of the case” the Kano Attorney General concluded.

The Kano State Commissioner of Health, Dr. Aminu Tsanyawa, has said that the state government plans to increase the ministry’s 2023 budgetary allocation to tackle monkeypox and other deadly emerging diseases across the state.

The commissioner noted that between 2014 to date, the state government had increased the health sector budgetary allocation from a paltry six percent to 17 percent.

He said this was despite the current economic challenges confronting the state.

Tsanyawa said the state had developed the second State Health Sector Strategic plan for 2023 to complete a cancer centre, four Emirate Hospitals, and an ICT centre in the ministry.

The Commissioner disclosed this to journalists during the State’s Annual Operational Planning (AOP) for Health Sector, held at Hotel Seventeen in Kaduna on Saturday.

Tsanyawa noted that with an evidence-based plan, the state might allocate more to healthcare in the 2023 budget to address outbreaks of emerging diseases like monkeypox.

He said, “In 2014, before the coming of this administration, the health sector has only 6% allocation in the state budget. However, with continuous evidence-based AOP development and the political will of the His Excellency, Dr Abdullahi Umar Ganduje OFR, allocation to the health sector in the state budget rose to 15% in 2019 (achieved Abuja Declaration) and sustained in 2020. Despite the current economic challenges, Kano state has achieved above 15% allocation to the health sector in 2021 (16%) and 2022 (17%).

We are hoping that the state will allocate even more resources to the health sector in 2023 to address emerging challenges like health security and various disease outbreaks such as COVID-19, monkeypox, etc.”

On the planned cancer center, the commissioner said, “The key priority areas for 2023 AOP includes completion of cancer centre and four emirates Hospitals, establishment of ICT centre in the Ministry, strengthening
service delivery and quality of care in secondary and primary health facilities, implementation of phase one MSP and increased enrolment of the vulnerable and informal sector by KSCHMA.

“Others include improved efficiency in the implementation of BHCPF, strengthening regulation and integration of private health sector, improved accreditation of courses and migration of certification to OND-HND in health training institutions.”

Bala pleaded guilty to committing blasphemy, saying that his Facebook posts were not meant to cause violence but he would take caution henceforth not to repeat it.

The court reminded him of his right to religion but warned that where his right stopped, that of others started, and added that there were many people with Bala’s ideology but they did go about insulting other people’s religion.

As part of the African Development Bank’s effort to improve infrastructure in Nigeria, Kano State is set to get $110 million of $563 million the bank is providing.

The $563 million funds would be spent on developing rural roads, transport infrastructure, water, sanitation, and agricultural productivity in Nigeria, The Cable reports.

AfDB President, Akinwumi Adesina, disclosed this when he paid a courtesy visit to the Governor of Kano State, Abdullahi Ganduje, stating that Kano would get $110 million out of the earmarked amount.

He said, “We are spending $110 million in Kano for our programme on special agricultural industrial processing zone. We are, in all, have about $563 million that will be dedicated to that project in various states of Nigeria. With this $110million that will be used for Kano State, just imagine what we could do. Investing in rural roads, transport infrastructure, water and sanitation, we will also invest in agricultural productivity to raise the production of food. With this programme of hundreds of US dollars, we will help develop consolidated infrastructure in rural areas. That will allow private sector food and agribusiness companies to reduce the number of losses they have, create a more competitive value chain, transform the rural areas from the zones of misery to the zone of economic prosperity and increase the number of resources the state has,”

The governor, on the other hand, commended the assured AfDB president of the government’s readiness to ensure the successful implementation of the projects the fund have been provided for.

Ganduje also stated his desire to develop Kano to the status of a megacity where basic infrastructure is not lacking adding that the fund would help achieve his aim.

Ganduje said “This is what we mean by genuine development when institutions are strengthened and individuals or groups of individuals are directly impacted, this is what we mean by genuine development. My dream is to promote Kano into a megacity, which is not only a collection of the population but also, a collection of an environment where things are working, where traffic flows, where health services are excellent. This is aimed at reducing medical tourism abroad and where you can have security using technology,”
