Supervisor, Technical Stores

Role Description

  • Manage warehouse inventory and activities including receipt, storage, and release of all the tools, equipment, and spare parts used for Aircraft maintenance in accordance with Company’s procedures and regulations.

Key Responsibilities

  • Provide part and service required for Line & Base maintenance activities; Rotable, Expendables, Consumables, Cabin, IFE, Hardware, Software, Oil/Lubricant, Chemicals, Raw Materials, GSE, Tools and Test Equipment.
  • Ensure that Inventory data provided from internal and external sources are properly assessed and introduced on the inventory management system.
  • Prepare and provide the inventory data control reports and give feedbacks. Coordinate with financial accounting section on matters related to month Inventory closing.
  • System User acceptance testing and inventory interface error reporting and resolution.
  • Ensure reliability of inventory information contained in the corporate record.
  • Monitor the Inventory custodian identity and weakness in control system and report irregularities.
  • Supervise and oversee the activities of subordinates. Quarterly appraisal of employees’ performance in the unit(s).
  • Prepare periodic and ad-hoc reports and amend financial records regarding inventory holding.
  • Monitoring inventory holding thresholds and transactions as per the allocated budget.
  • Develop and review policies and procedures governing the unit(s) as required by Line Manager and Head of Supply Chain.
  • Monthly submission of reports based on the activities in the unit.
  • Report incidents/accident occurrences as per company procedures Adhere to the company safety, health, and environmental policy. Perform all other tasks as may be required by the Line Manager.

Knowledge, Skills & Experience

Technical Store Officer

Role Description

  • The TO maintain the efficient control and administration of technical stores daily activities, and ensure all inventory are correctly transacted on the computerized inventory system.

Key Responsibilities

  • Perform a variety of warehousing, storeroom, maintenance and/or distribution activities. Stocking, inventory control, data input, retrieving parts or units and material distribution and/or delivery.
  • Responsible for accuracy in counting parts on the cycle count program, distribute and convey paperwork, materials, and parts to and from the storage or work site to designated areas.
  • Accurate Data entering for all parts into the area, as well as material movement transactions (transfers, issues, returns and cycle counts).
  • Ensure proper marking of raw material and shelflife sensitive parts/materials according to company procedures.
  • Execute the requirements of the reference manual (including the proper use of forms) and Quality Control Manual. Handle tagging and quarantine procedures.
  • Deal with the processes and policies for repair stations and customs.
  • Prepare, review, and submit the monthly activities as required by the Line Manager.
  • Report incidents/accident occurrences following company procedures.

Senior Technical Procurement Officer

Role Description

  • Responsible for a quick response to AOG (Aircraft on Ground) and imminent AOG requests within Air Peace’s Technical Department in the most effective way.
  • Serving customer requests to ensure smooth operations and acting as the interface between APL, customers and business Partners.

Key Responsibilities

  • Manage and ensure the smooth running of operations on a 24/7 basis with a quick material/service support to operations.
  • Process, coordinate and document all customer requirements right up to availability of materials at the point of need and pass information to the affected departments.
  • Handle any queries related to operational demand at APL and external firm as a contact person at AOGDesk.
  • Carry out and document material procurement measures, demand fulfilment, purchase, loan, acceleration and stock transfer.
  • Keep track records of each requirement, build demand fulfilment process and update status.
  • Immediate reaction and organization of material support for AOG (Aircraft on Ground) and imminent AOG requirements.

Quality Administrator

Role Description

The Quality Administrator provides all administration, logistics and executive secretarial support to the Quality Assurance Team.

Duties and Responsibilities

  • Supporting the Head of the department and the managers with administration and overall office management, ensuring smooth and effective day-to-day operations of the division.
  • Acting as first point of contact for incoming queries from external and internal stakeholders.
  • Providing timely and high-quality administration support in dealing with confidential correspondences.
  • Supporting the finalization and issuance of business documentation, including formatting of reports and memos; and drafting of presentations and spreadsheets.

Quality Supervisor

Role Description

  • The Quality Supervisor reports to the Quality Manager and is responsible for establishing, implementing and maintaining a Quality Management System with the aim of emphasizing operational excellence in Engineering (Continuing Airworthiness) and maintenance.
  • He/She is responsible for the set-up, maintenance, development, continuous monitoring, periodic review and continuous improvement of an independent Technical Quality Assurance Program in compliance with the Nigerian Civil Aviation Regulations, as amended.

Duties and Responsibilities

  • Assisting the Quality Manager to establish a Quality System corresponding to the needs and requirements of Air Peace Engineering (Continuing Airworthiness) and Maintenance Department that complies with all relevant aviation regulations and directives as approved by NCAA and set forth in Nig. CARs.
  • Assisting the Quality Manager to co-ordinate continuous liaison with the Authority in respect to organizational, administrative or technical matters, changes affecting the organization, procedures, and the Authority’s approval.
  • Ensuring all mandatory requirements from Authorities are met, including but not limited to the compliance of Airworthiness Directives.
  • Provide the Approvals, Standards & Compliance input to the management review report and other required reports.
  • Ensuring Tech Log and its subsequent amendments is approved by the NCAA.
  • Assisting the Quality Manager to report to the NCAA and the Manufacturers on any condition of the aircraft (or a component) which could hazard safety.
  • Evaluating and monitoring quality and performance of service providers, product suppliers as well as contracted maintenance functions in support of the operations of Air Peace Limited.
  • Ensuring that any maintenance contractor has a quality system for monitoring the contracted tasks being performed in accordance with the standards set and procedures accepted by the NCAA.
  • Ensuring the necessary Technical Publications are controlled and updated in a manner approved by the NCAA.
  • Ensuring required technical records are properly preserved per approved records management policies.
  • Control of the issue of maintenance authorizations for Certifying Staff, ensuring that such staffs are aware of their duties and responsibilities and keeping record of their training and experience.
  • Ensuring that remedial actions are taken by the responsible Managers and Post Holder in Engineering and Maintenance when non-compliance with the requirements are observed with the knowledge of the Quality Manager.
  • Taking the necessary corrective action resulting from quality discrepancy reporting system and any non-conformances identified.
  • Lead, develop and monitors the performance of sectional Quality Auditors and Inspectors by training and effective supervision of assigned tasks.
  • Informing the Quality Manager and the Post Holder, Engineering & Maintenance of new amendment of Nig. CAR and NCAA publications.
  • Monitors all internal and regulatory exemptions, concessions, extensions related to Maintenance Programs and the Minimum Equipment List.
  • Development and management of Approvals, Standards & Compliance Teams.
  • Perform Authorized Staff initial/recurrent assessment/interview and approval for all category of staff including but not limited to Certifying staff, Engine Ground Run staff, BSI, ETOPS Certifying staff, Training instructor (full time/part time), Auditor, CMR signatory, Store Inspector, Quality Control Inspector, etc.
  • Other tasks assigned by Quality Manager.

Qualifications

  • The assigned Quality Supervisor shall have operational management experience and established professional qualifications in aviation with knowledge and understanding of aviation accident prevention, quality auditing and safety management systems.

The qualifications of the Quality Supervisor include the following:

  • Degree holder or its equivalent in an Aircraft Engineering and Maintenance field or Professional License in Aircraft Maintenance Engineering issued by NCAA.
  • Minimum of 5 years experience in a similar role with Knowledge of Quality Systems, Health, Safety and Environment.
  • Management experience is an added advantage.
  • Exposure to ICAO, IATA, NCAA and other aviation seminars would be a strong advantage.
  • A certificate in quality assurance/safety management.
  • A good command of oral and communication skills.

Deputy Quality Supervisor

Role Description

  • The Deputy Quality Supervisor reports to the Quality Manager (Post Holder) and is responsible for establishing, implementing and maintaining a Quality Management System with the aim of emphasizing operational excellence in Ground Operations, Flight Operations and Crew Training.
  • He is responsible for the setup, maintenance, development, continuous monitoring, periodic review and continuous improvement of an independent Operations Quality Assurance Program in compliance with the Nigerian Civil Aviation Regulations, as amended.

Duties and Responsibilities

  • Operations, Flight Operations and Crew Training Departments that complies with all relevant aviation regulations and directives as approved by NCAA and set forth in Nig. CARS.
  • Assisting the Quality Manager (Post Holder) to co-ordinate continuous liaison with the Authority in respect to organizational, administrative or operational matters, changes affecting the organization, procedures, and the Authority’s approval.
  • Assisting the Quality Manager (Post Holder) to report to the NCAA and relevant stakeholders on any operational condition which could hazard safety.

Qualifications

  • The assigned Deputy Quality Supervisor shall have some extensive operational management experience and established professional qualifications in aviation with knowledge and understanding of aviation accident prevention, quality auditing and safety management systems.

Quality Auditor

Role Description

  • The responsible sectional Quality Manager shall decide, depending on the complexity of the Quality Assurance Programme, whether to make use of a dedicated audit team or a single auditor.
  • In any event, the auditor or audit team shall have relevant operational and/or maintenance experience.
  • Auditor for Air Peace Ltd. Quality System shall be selected in accordance with their technical qualifications and their relevant operational and/or maintenance experience.
  • Auditors shall execute their evaluations according to control checklists to:
    • Identify and record any findings and concerns,
    • Collect objective evidence necessary to substantiate findings or concerns.
    • Find out and recommend solutions to the findings or concerns,
    • Advice a reasonable time scale for findings or concerns.
  • The respective Quality Supervisors are responsible to carry out quality control on audits conducted by assigned auditors to ensure that the checklist is filled, non-conformance is raised for all findings detected during the audit and effective implementation of QSM 3.0.
  • Auditors shall monitor the implementation and the development of the remedial actions with co-ordination of respective Quality Supervisors.
  • Auditors carry out follow up action to the assigned audit in timely manner and report it to respective Quality Supervisors.
  • Assigned Quality Auditors have authority to access assigned parts of the company as well as subcontractor’s premises at any time or whenever necessary.

Duties and Responsibilities

  • Carrying out independent quality audit using checklist for the Department/Section to ensure compliance with regulations and conformance to standards.
  • Report all findings to the respective Department/Section audited, and the Quality Manager.
  • Liaise with the departmental/sectional head on provision of root cause(s), corrective action plan(s), and taken for each finding raised.

Qualification and Experience

Quality Auditor – Technical:

  • An Aircraft Maintenance Engineer License (AMEL) with Air frame and power plant, or Avionics type ratings OR shall have 3 years aviation/engineering experience.

  • Flight Operations Quality Auditor
  • Licensed CPL/APTL pilot, Aircraft Maintenance Engineer, cabin crew, Dispatcher.

  • Operational Control & Flight Dispatch, OR shall have 3 years working experience in aviation.

Engineer II

Role Description

To assign and carry out inspections, repair, replacement, and certification of tasks within scope of approval on aircraft and aircraft systems in accordance with regulatory and company procedures to uphold high safety standards and scheduling integrity.

Duties and Responsibilities

  • Assign and carry out inspections, repair, replacement and modification tasks on aircraft, aircraft components and aircraft systems.
  • Daily planning of own tasks, allocate tasks to the team of Technicians.
  • Assess defects on aircraft, rectify and Certify within the limitation of company approval in accordance with standard operating procedures.
  • Perform certification of tasks accomplished by the team of technicians.
  • Communicate with internal/external customers to give and receive information on assigned duties, progress status.
  • Make decisions on resources allocation and team tasks in line with standard operating procedures.
  • Ensure tasks are performed to meet company standards and targets.
  • Review work procedures and standards and propose improvements to procedures to ensure effectiveness.

  • At least 6 years aircraft maintenance experience 2 years of which should be as an Engineer I. Preferably seeking for local Applicants (Nigerians ONLY)
  • Basic License (B2) plus approval on at least one Air Peace aircraft type (Specifically on B737).
  • Aircraft Supplementary approval like Boroscope inspection and Engine run.

Quality Inspector

Role Description

The Quality Inspector reports to the Quality Manager through the Quality Supervisor and is responsible for the overall operations of the aircraft maintenance inspection activities.

Duties and Responsibilities

  • Ensuring that all aircraft maintenance, continuous inspections, quality control and monitoring are in conformity with Standard and Recommended Practices, Procedure and in compliance with laid down regulations and that the proper inspections records, reports, and forms used are properly executed prior to approving the aircraft for return to service
  • Assisting, supervising, and directing all maintenance inspections on aircraft under Air Peace Ltd AOC
  • Contributing to developing standard operating procedures as it relates to aircraft maintenance activities and inspections
  • Aircraft inspection during routine maintenance and entering defects found in non-routine cards
  • Ascertaining that all inspections are properly performed on all completed work before it is approved for return to service and that the inspections and maintenance records, reports and forms required for such release are properly executed
  • Ensuring that all technical data and publications are current
  • Providing for continuity of inspection responsibility assuring completion of required inspections when personnel shift or reassignment occur
  • Reporting of defects and non-airworthy conditions of aircraft and components, during routine inspection or spot checks
  • Ensuring the proper execution of the NCAA approved major repair and major modification when require and that any requested maintenance releases or approval for return to services are completed
  • Ensuring that rejected and unserviceable parts are handled in such a way as to prevent their reuse as serviceable parts
  • Maintaining proper records of all maintenance inspections activities
  • Ensuring NDT inspections and other specified work are in accordance with approved methods
